Is the color and contrast of the scroll bar controlled by Windows 10 display settings (color scheme)?

I'd like more visual contrast between the slider and the scroll bar.  On long lists, the box gets so small I have a hard time finding it.

You can also put a border around the scroll box by turning on "High Contrast" (Right-click desktop>personalize>high contrast settings>on).

You'd think if you check one setting (high contrast) then uncheck it, it would revert to original settings.  It didn't.  It changed my desktop screen color, changed the taskbar color, etc.  I'm still trying to get back to my original settings.

Given that experience, i'm not going to try changing the registry.  I'll live with the pale scroll box just to avoid the frustration of messing with  Win 10 settings.
