When a grid filter is in effect (eg column filter), any items added to the grid should remain in view even if they don't meet the filter requirements. 

Right now, you cannot directly add a new item to a filtered view because the blank item disappears immediately (if that's not correct, let me know!)..

This would match hoisting behavior where new items are automatically added to the hoist and remain in view.

Example 1:  I want to add an item based on what I'm seeing in the filtered view.  I don't want to turn off the filter because my new item is based on info in the filtered view.  If I try to add an item directly, it disappears.  I can work around it by remembering to add it as a subitem first, then moving it to TLI status.

Example 2: I want to drag a link to one of the filtered items.  When I drag a link it often doesn't go where I want (eg it comes in as a TLI instead of a subitem).  Normally, not a problem at all.  But if a filter is applied the link will disappear, resulting in the need to turn off the filter to track it down.

I don't know.  This might not make sense since there's some illogic involved (why should something remain  in view if it doesn't match the filter?).  I just know from my own working methods that I often wish I could directly add new items to a filtered view.

This should not be and it wasn't like that before.

But you're correct that it is right now if the Tags column is shown.
